Ontario has the biggest presence in the top 10, with five cities: Oakville, Burlington, Ottawa, Guelph and Kingston.
Quebec City’s result is particularly notable beyond Canada. Its Safety Index is also higher than cities such as Irvine, Salt Lake City, San Diego and Boston in Numbeo’s North American rankings.
There is one important distinction: Numbeo’s Safety Index isn’t an official government crime ranking. It uses survey responses and user-contributed data about issues such as perceived crime levels, concerns about theft and assault, and how safe people feel walking during the day or at night.
That means the list measures perceived safety, rather than simply counting police-reported crimes.
Still, the 2026 ranking gives Canada something worth celebrating: several Canadian communities sit near the very top of North America when it comes to how safe people say they feel.
