Carney Is Heading Back to Europe — And There’s a Lot on the Table
Mark Carney is heading to Europe this week, but this isn't simply another round of handshakes and official photographs.
The Prime Minister will visit Strasbourg, France, and Liverpool, United Kingdom, from September 15 to 17, with trade, investment, artificial intelligence, energy, critical minerals, security and defence all on the agenda.
And the economic relationship Canada is trying to expand is already enormous.
Canada and the European Union traded approximately $178 billion in goods and services in 2025. The EU was Canada's second-largest global trading partner for goods and services, behind only the United States.
Canadian direct investment in the EU reached approximately $315 billion, while EU foreign direct investment stock in Canada stood at roughly $217 billion.
In other words, Carney isn't travelling to Europe to start a relationship. He's trying to make an already massive one even bigger.
First Stop: Strasbourg
In Strasbourg, Carney is scheduled to address the European Parliament at the invitation of its president, Roberta Metsola.
He will also attend European Commission President Ursula von der Leyen's State of the European Union address and meet European lawmakers.
The conversations are expected to focus heavily on strengthening Canada's economic and security ties with Europe.
That's becoming increasingly important as Canada looks to diversify its international partnerships and create opportunities beyond its traditional North American relationships.
Canada and Europe Are Moving Beyond Traditional Trade
Canada's European relationship isn't just about buying and selling more products.
The two sides launched the New EU-Canada Strategic Partnership of the Future in 2025, expanding cooperation into areas including artificial intelligence, digital infrastructure, cybersecurity and digital transformation.
That means some of Canada's fastest-growing and most strategically important industries are increasingly becoming part of the Canada-Europe relationship.
But there's another major piece of the story: defence.
Canada Made an Unusual Move Into Europe's Defence Plans
Canada and the EU signed a Security and Defence Partnership in 2025.
Then, in February 2026, Canada became the first non-European country to join the EU's Security Action for Europe, or SAFE, initiative.
That gives the visit an economic angle beyond traditional trade.
According to the Canadian government, participation in SAFE is opening hundreds of millions of dollars in opportunities and market access for Canadian defence industries, businesses and workers.
For Canadian companies involved in defence technology, manufacturing and related supply chains, Europe's push to strengthen its defence capabilities could therefore become a significant new market.
Then Carney Heads to Liverpool
The second part of the trip takes Carney to the United Kingdom, where he is expected to meet British Prime Minister Andy Burnham.
Their agenda stretches well beyond traditional diplomacy.
Defence and security, energy, artificial intelligence and critical minerals are all expected to be discussed.
Critical minerals are particularly important because they are used across everything from batteries and clean-energy technologies to advanced electronics and defence systems.
Canada has enormous mineral resources. Europe and the UK are looking for secure supply chains.
That creates an obvious area for deeper cooperation.
So What Could Canada Actually Get From This?
The immediate result probably won't be one giant agreement announced after a meeting.
The bigger story is the network Canada is building.
More European trade could give Canadian businesses additional customers. Deeper investment ties could bring more capital into Canadian projects. Cooperation on AI and technology could connect Canadian companies with European markets, while defence and critical-mineral partnerships could open opportunities in industries receiving significant government attention.
And another major meeting is already coming.
Canada is preparing to host the next Canada-EU Summit in Montreal from October 29 to 30, giving both sides another opportunity to turn these discussions into concrete partnerships.
