Large data centres can put major new demands on electricity grids.

Connecting them may require new transmission infrastructure, substations, electricity generation or storage.

The government's position is that costs directly caused by these projects should be paid by the companies behind them, proportionate to their impact — not shifted onto existing households and businesses.

Projects should also avoid threatening the reliability of the electricity grid.

If additional infrastructure is required, developers may need to contribute to it.

In other words, Canada wants the AI boom — just not an AI boom quietly showing up on everyone else's electricity bill.

And Don't Drain the Water Supply

Electricity isn't the only concern.

Data centres can also use water for cooling, so Ottawa says developers should minimize freshwater consumption and protect local water supplies.

Companies are being encouraged to use technologies such as high-efficiency or closed-loop water systems and to transparently report their water use and environmental impact.

The government also wants projects to create lasting benefits for the communities where they're built.

That could include jobs, infrastructure investment and partnerships with Indigenous communities.

OpenAI, Google, Microsoft and Others Are On Board

The announcement has some heavyweight names attached to it.

Signatories include OpenAI, Google, Microsoft, Meta, Amazon Web Services, Anthropic, Cohere, Bell and TELUS, along with numerous data-centre and infrastructure companies.

Their participation matters because Canada is trying to attract substantially more domestic computing infrastructure.

AI isn't powered by software alone.

Behind every chatbot, AI search engine and increasingly powerful model is physical infrastructure — chips, servers, cooling systems, electricity and enormous amounts of computing capacity.

Canada Wants More of That Infrastructure at Home

There's also a bigger strategic reason for the push.

Canada currently relies significantly on computing, cloud and data-storage infrastructure located outside the country.

More domestic data centres could give Canadian businesses and researchers greater access to computing capacity while strengthening Canada's control over important digital infrastructure.

But Ottawa is attaching a condition to that growth:

Canada wants more AI infrastructure without communities getting stuck with the downside.
